The reference sensitivity power level P_SENS with HARQ retransmission enabled (operation in lower SNR) is the minimum mean power applied to both the UE antenna ports at which the residual BLER after HARQ shall meet the requirements for the specified reference measurement channel. The residual BLER after HARQ transmission is defined as follows:

: Number of transmitted MAC PDUs (Retransmitted MAC PDUs are not counted)
