The Reflective QoS Indicator (RQI) IE shall be encoded as shown in Figure 8.2.88-1. It indicates if Reflective QoS applies for the UL.

The value of RQI flag shall be set as follows:
– RQI set to 0: deactivate Reflective QoS;
– RQI set to 1: activate Reflective QoS.
