The Steering Mode Indicator IE shall be encoded as shown in Figure 8.2.197-1.

The following flags are coded within Octet 5:

– Bit 1 –ALBI (Autonomous Load Balancing Indicator): If this bit is set to "1", the autonomous load-balance is allowed.

– Bit 2 –UEAI (UE Assistance Indicator): If this bit is set to "1", the UE-assistance operation is allowed.

– Bit 3 to 8 Spare, for future use and set to "0".

The ALBI and UEAI shall not be set to "1" at the same time.
