The Thresholds IE shall be encoded as shown in Figure 8.2.196-1. It indicates the RTT and/or a Packet Loss Rate.

The following flags are coded within Octet 5:

– Bit 1 – RTT: If this bit is set to "1", then the RTT value field shall be present, otherwise the RTT value shall not be present.

– Bit 2 – PLR: If this bit is set to "1", then the Packet Loss Rate value field shall be present, otherwise the Packet Loss Rate value shall not be present.

– Bit 3 to 8 Spare, for future use and set to "0".

At least one bit shall be set to "1". Several bits may be set to "1".

The RTT value field shall be encoded as an Unsigned16 binary integer value. It shall contain the RTT in milliseconds.

The Packet Loss Rate value field shall indicate a percentage and may take binary coded integer values from and including 0 up to and including 100. Other values shall be considered as 0.
