The Tunnel Preference IE type shall be encoded as shown in Figure 8.2.189-1. It contains a Tunnel Preference value which indicates the preference to be given to the L2TP tunnel to which it refers; higher preference is given to lower values, with 0x000000 being most preferred and 0xFFFFFF least preferred (see 3GPP TS 29.061 [39]).
