This message is transmitted periodically by UTRAN to inform UEs that have joined or selected a particular MBMS service about the need to establish an RRC connection or to perform a cell update. While the message contents may change within a modification period, all occurances of the information within a modification period concern the same MBMS service(s). If the cell on which this message is sent is operating in MBSFN mode as indicated in subclause 8.1.1.6.3 the UE behaves as if this message would not have been received.
