The RRC Container is used to contain an RRC message (e.g. HANDOVER TO UTRAN COMMAND or DL-DCCH-Message including a RRCConnectionReconfiguration) as defined in 3GPP TS 25.331[20] or 3GPP TS 36.331[45].
