For the multi-user MIMO transmission scheme of the PDSCH, the UE may assume that an eNB transmission on the PDSCH would be performed on one layer and according to Clause 6.3.4.2.1 of [3]. The dB value signalled on PDCCH/EPDCCH with DCI format 1D using the downlink power offset field is given in Table 7.1.5-1.
