	This leaf node indicates the authorisation to downgrade an MCData emergency one-to-one communication to a normal priority one-to-one communication (e.g. reduce the priority of the communication).

When set to "true" the MCData user is authorised to downgrade an MCData emergency one-to-one communication to a normal priority one-to-one communication.

When set to "false" the MCData user is not authorised to downgrade an MCData emergency one-to-one communication to a normal priority one-to-one communication.
