Only after the MDCT values are quantized according to the increased thresholds 
and after the following noiseless coding, the number of really needed bits is counted. If this number is too high, the number of bits have to be reduced. This is achieved by increasing the global gain value and a new quantization of the whole spectrum plus additional noiseless coding in a loop until the bit demand is small enough to match the constraints of the bitreservoir.
